       From August 13 to 15, 2020, China Auto 2020 Forum was held in Shanghai. Li Lin: Good morning, dear colleagues. I am Li Lin from Shanghai International Auto City. It gives me great pleasure to share with you Shanghai's efforts to promote the innovative development of intelligent internet-connected automobiles and the ecological upgrading of its industries.




Motor city from 2015 to start to build the first domestic intelligence made auto pilot demonstration area, at the same time I personally responsible for another company two battles of Shanghai wu smart car technology co., LTD., as intelligent made automotive innovation center of Shanghai, as a whole is responsible for Shanghai intelligence made car relevant policies, including automated driving now, test license application, accept, audit and related work of the integration of Yangtze river delta. I made a brief report on the work in Shanghai through the promotion of both sides.




Shanghai promotes the overall thinking of intelligent net-connected cars, making overall arrangement and coordinating linkage. On the one hand, we take technology research and development and industrial ecological cultivation as the core, add some policy guidance simultaneously, and take test demonstration and public service platform construction as a promotion. In addition, in the current situation where the integration of the Yangtze River Delta has become a national strategy, we simultaneously launch relevant models of Shanghai to the Yangtze River Delta and jointly promote the integrated development of intelligent net-connected vehicles in the Yangtze River Delta. In addition, we consider that intelligent network is a multi-dimensional linkage industry, and we carry out collaborative linkage from the fields of policies and regulations, watch hand specifications, science popularization education and so on. Cooperate to promote the development of intelligent connected automobile industry in Shanghai. I will give you a brief report one by one.




First, policy, policy traction, planning in advance.




Shanghai was the first city to plan relevant policies for the Intelligent Network. At the end of 2016 and 2017, It took the lead in issuing the Implementation Plan of Shanghai Intelligent Network Automobile Industry Innovation Project, which is the first special policy for intelligent Network automobile in China. It officially regards the development of intelligent Network automobile as the leading project for the transformation and upgrading of The Automobile industry in Shanghai. It clearly puts forward three points: innovation chain breakthrough, industrial chain cultivation and resource chain opening. Our work in the past five years was basically carried out in the direction of the innovative project implementation plan at that time. In 2018, The Shanghai Road Test Measures for Intelligent Network Vehicles were released, making it the first in China to allow autonomous driving tests on roads. The Measures for Road Testing and Demonstration Applications of Intelligent Network-based Vehicles will be released in 2019, which will include demonstration applications, manned testing, cargo testing and the integration of the Yangtze River Delta. At present, we are studying new management methods, and the work on remote driving mentioned by Director Zhou is also being studied simultaneously. We hope that the industry will work together with us to improve relevant management methods.




Second, industry cultivation, strong chain repair.




      When sorting out policies at the end of 2016 and the beginning of 2017, we sorted out the whole industrial chain of Shanghai. We realized that we should give full play to Shanghai's advantages in automobile manufacturing, integrated circuits and artificial intelligence industries, accelerate the breakthrough of key core technologies in the field of intelligent automobiles, and lay out core components. In recent years, through internal cultivation and external investment, Shanghai has gradually formed a complete industrial chain system of intelligent internet-connected automobiles. Among them was the birth of a company like Laserradar, now the world's leading enterprise Hesai Technology. At that time, less attention was paid to the wire control chassis, which gave birth to innovative companies in the aspects of creation and so on. At the same time, in terms of operating system and computing platform, Shanghai has been laid out in advance. Like the zebra operating system, it is extending to the underlying operating system and further advancing from the on-board entertainment system to the car control system. Including high - precision positioning and mapping, Shanghai has accumulated. Basically formed a relatively complete industrial chain in the field of key components.




Take the whole vehicle as traction, promote the application of advanced technology and products, and realize integrated innovation. Shanghai Automotive Industry Corporation (SAIC) has successfully promoted the world's first 5G+ smart driving heavy truck demonstration operation at Donghai Bridge last year. The "5G Smart Transportation Demonstration Zone" jointly established by Motown and SAIC, China Mobile and Huawei will simultaneously promote the mass production of SAIC 5G smart cars. These drive the integration of advanced technology applications through the vehicle for traction.




Third, test demonstration, first try.




      In 2018, Shanghai became the first city in China to conduct road tests. Up to now, we have issued 90 test and demonstration licenses to 20 enterprises such as SAIC, NexteV and BMW. At the same time, the open road mileage reaches 130 kilometers, distributed in Jiading, Lingang, Fengxian and other areas. The total test mileage now open is more than 330,000 kilometers, and over 17,500 hours, which is the work of the test.




In terms of demonstration, a number of major demonstration and application projects are promoted in the field of automatic driving in the city, forming a pattern of "east, middle and West" blossoming in accordance with the layout of the industry. For example, in Jiading in western China, companies such as Didi and AUTOX mainly carry out manned testing and promote demonstration operation projects of autonomous taxi. In the east, Lingang is a good application scene. Donghai Bridge promotes the application model of cargo loading. Saic, Sipg and others have started the demonstration application of driverless collection card in Lingang in the east, and have started to explore for commercial operation at present. Autonomous sanitation companies in central Shanghai, such as Xentu Intelligence, are promoting driverless cleaning throughout the Central and inner ring roads. At present, these three tasks are being carried forward simultaneously, forming a pattern of "east, middle and West" in which a hundred flowers bloom.




In terms of network connection, we just talked more about autonomous driving. In terms of network connection, Motown, SAIC, Mobile and Huawei have jointly built the first 5G smart transportation demonstration zone in China. The first phase has been completed. We cooperate with Tsinghua University To build the first demonstration area of cloud control platform in China. The V2X three-span test will be carried out in 2018, and the V2X four-span test will be carried out in 2019, so as to truly enable the vehicle manufacturers, parts suppliers and system suppliers in the V2X field to connect with each other. In motor city road in October last year we truly realize the different companies in the case of without prior agreement, everybody mutually trigger their car networking applications, in October this year to start a new modernization large-scale test, now we know the new modernization enterprise has more than 80 enterprises registration, has more than 60 enterprises in large-scale test registration, basically covers the entire V2X major enterprise in the field of industry, we are very welcome interested parties together to participate in this industry to come in a piece of work.




Fourth, public services, solid foundation.




      Shanghai to automobile to undertake national intelligence made auto pilot demonstration area, to build public service platform "6 + 3" as the goal, to "five" as the guide, to "kunlun plan" for the gripper, build a batch of innovation service platform, implement the six "take the lead in helping Shanghai preemption intelligent snatched automobile industry development opportunities, strongly promote the construction of Shanghai international automobile industrial cluster.




"6+3" is the core. Six core function platforms and three office service bases will be built to build an internationally leading public service platform for testing and demonstration. At the same time, as the leader of the national key research and development plan and the integration demonstration of autonomous electric vehicles in 2017, we systematically put forward the "five-option" technology system. How to promote intelligent vehicles from 1-1000-10000? We put forward the "five-option" operation system that can be operated, promoted, monitored, certified and promoted.




All the work of the demonstration area, including the public service in Shanghai, is basically carried out around the "Wuke". Can run our test demonstration environment how to build; How can "scalable" integrated applications, including large-scale networking, be built? "Monitorable" our monitoring platform, how our specifications for this data are structured; "Certifiable" is how our tests fully verify these security and reliability. In the actual operating environment of "upgradable" vehicles, how to evaluate the reliability and environment, and what kind of impact it will have on the traffic as a whole, we should evaluate this part accordingly. This "five may" technology system has gradually become the consensus of the industry, guiding the construction of the entire demonstration area to lay a theoretical foundation.




In 2017, kunlun Project will be implemented to gradually build a complete test tool chain from simulation to open road. Hardware system for library data platform and driving scene as a support, from 2017 to now basically completed the chain construction, in one hundred square kilometers, we are able to support the industrial chain each link, both for vehicle development and component, or solution, can find it in the area of the related test tools you need.




For example, there are four platforms of "one road, one library and one center". "One" is the first closed test area in China. "One Way" is to build a smart road for road test of intelligent netted cars. Now everybody has a new infrastructure concept coming up. At that time, it was more about the intelligent transformation of traffic lights, road monitoring and the layout of local area corresponding road measurement perception. "One Library" is the first intelligent driving holographic scene library built in China. It defines and sorts out The Working conditions in China and further sorts out the relevant standards and specifications of Shanghai, so as to ensure that all test specifications are defined based on Shanghai and China's own driving conditions. "One Center" is currently building the first intelligent network vehicle road test data analysis and supervision center in China to realize dynamic collection of human and vehicle road environmental data.




The automobile industry is all new energy vehicles in Shanghai, and the data of new energy vehicles established by Motor City exceeds 350,000 vehicles. The intelligent network data center is the real-time data of all the self-driving vehicles on the road in Shanghai to our data center. Different from the data center of new energy vehicles, our data center synchronously records all road test data except the data of the vehicle. Whenever the vehicle disengaging occurs, we call up the surrounding traffic environment at any time, which can conduct a better analysis of driving behavior and system.




Based on the above platform, we push Shanghai to achieve 6 "firsts". In 2018, Shanghai will take the lead in China in issuing road test licenses for smart net-connected cars. The first autonomous vehicle demonstration application license was issued in September last year. China is the first country to carry out manned and cargo demonstration operation test. Meanwhile, the Yangtze River Delta integration license was issued last year, promoting the mutual recognition of three provinces and one city in the Yangtze River Delta region. Also take the lead in the building intelligent made car test tool chain, just mentioned is established from the simulation to the open road full test system, at the same time, we in the domestic first to build cloud platform to explore the future intelligent mobile operators, with people's phones are mobile, unicom, telecom, future is what kind of car travel operators, synchronization in the size of the 5 g car networking demonstration, 5 g traffic demonstration area, three cross SiKua test, with the depth of the car driving car networking V2X fusion and application.




Fifth, the Integration of the Yangtze River Delta promotes the work of industrial synergy.




       In January last year, we started to promote the coordination of road test in the Yangtze River Delta. In January and April, we combined with the corresponding major inspection institutions and enterprises in the Yangtze River Delta to discuss in depth how our road test specifications should be done. On May 22 last year, Songhong signed on behalf of Shanghai and Zhejiang, Anhui and Jiangsu the strategic cooperation agreement on the integration of intelligent Internet-connected vehicles in the Yangtze River Delta region, which clearly proposed to promote the cooperation of testing, data and infrastructure in the Yangtze River Delta region, so as to promote the coordination of the whole industry. We pushed the core into testing synergy last year.




After a great deal of previous work, on September 7 last year, in the presence of relevant leaders of the Ministry of Industry and Information Technology, at the special committee meeting of The Internet of Vehicles held in Wuxi, three provinces and one city signed the "Yangtze River Delta Intelligent Network Vehicle Road Test Mutual Recognition Agreement". At the same time, in September last year, we issued the first batch of integrated road test licenses for the Yangtze River Delta region in China, formally realizing the mutual recognition of the Yangtze River Delta region, which was our work to promote the testing of this part last year.




This year, the core of the integration work of the Yangtze River Delta is data and infrastructure. At present, the new infrastructure has become the hot spot of the whole intelligent connected cars. We are simultaneously promoting the data and infrastructure in the Yangtze River Delta. You can't drive only in Shanghai. You can't drive to Jiangsu and Zhejiang. At present, our work this year will focus on promoting the coordination of data and infrastructure in the Yangtze River Delta region. We sincerely hope that relevant parties in the industry can participate in this work together to better promote the development of the whole industry.
