According to Bloomberg, Tesla will receive incentive funds of 2.63 billion Mexican pesos (approximately $153 million) from the state of New Leon, Mexico, to build a super factory in the state.

　　According to a statement released by the New Leon state government, with the approval of the state's Economic Development Commission, incentive measures will cover the construction of infrastructure such as roads and water treatment facilities, as well as the reduction of payroll tax.

　　Earlier this year, Tesla CEO Elon Musk requested that the state of Nuevo Leon improve the electricity, water, and transportation conditions in the area before the construction of the new factory began. The state government has agreed to this requirement, but the factory still faces delays.

　　Musk stated in October that he was not fully prepared to push forward with the construction of the factory due to the impact of high interest rates. In a recent interview, Musk also stated that Tesla will choose to produce the next generation entry-level model at its Texas factory instead of its Mexico factory, as the new factory will not be ready before the new model is launched.

　　Earlier this week, after the Mexican environmental regulatory agency approved Tesla's land use permit, the state government introduced these incentive measures. However, Tesla still needs to obtain a series of local and federal licenses, such as a license from the Energy Regulatory Commission, in order to build and operate the New Leon factory.

　　Tesla plans to invest approximately $10 billion in the factory in several stages. According to the government of New Leon, Tesla's initial investment amount will be $4.5 billion.
