New energy vehicles will be more convenient for Shanghai residents.On April 1, the Shanghai municipal development and reform commission issued the notice of the interim measures of Shanghai municipality to promote the orderly development of electric vehicle charging (replacement) facilities.From May 1, 2020, the new charging pile subsidy policy will be implemented.

     The subsidy policy is mainly divided into two aspects.One is to support charging piles into the community, convenient for private charging.Specific measures include: 1. Encourage intelligent transformation of existing charging piles in residential areas by installing energy routers and other ways, and give financial subsidies of 200 yuan per pile.2. Support self-use (special) charging pile sharing transformation.To support the self (special) pile share renovation of the property to give subsidies, the subsidy standard is 500 yuan/pile.3. Support the sharing operation of self-used (special) charging piles. The Shared electricity provided by private charging piles for public services can enjoy the operating subsidy.4. Support the construction of charging pile demonstration area.From 2020 to 2022, 10 demonstration communities will be built in the target city each year, with each community receiving a maximum subsidy of 80,000 yuan.

    Second, support electric taxi charging.Specific measures include: 1. Support to solve the problem of taxi charging at night.Operators of public parking lots (garages) are encouraged to give preferential treatment to overnight taxi parking fees.2. Support the construction of taxi charging demonstration station.From 2020 to 2022, 15 demonstration stations will be built in the city every year.Demonstration charging stations can enjoy construction and electricity subsidies.3. Support taxis to use social charging network for charging, and enjoy the subsidy of 0.4 yuan/KWH in 2020.4. Provide convenient charging access to taxi stations and airports.

    It can be seen from the above measures that the new policy of charging piles in Shanghai focuses on operation.By the end of 2019, Shanghai had more than 270,000 charging/replacing facilities, meeting the 210,000 target set in the 13th five-year plan ahead of schedule.The number of new energy vehicles exceeded 300,000, and the pile ratio was close to 1:1.Nationally, the ratio is about 3.4:1.Shanghai leads the country in the scale of new energy infrastructure construction.

    Under such conditions, how to improve the operating efficiency of existing charging piles is the top priority.This round of subsidy policy in Shanghai focuses on supporting the use link, emphasizing the construction of demonstration sites, and making efforts to solve the key problems such as the integration of charging parking and the difficulty of charging piles entering the community.As investment in "new infrastructure" accelerates, the number of charging piles nationwide is expected to increase substantially.As well as "building it well", how to "use it well" also deserves attention.
