On June 13, it was reported that ten departments including the Department of Industry and Information Technology of Fujian Province jointly issued the Implementation Opinions on Comprehensively Promoting the Construction of "Electric Fujian" (2023-2025) (hereinafter referred to as the "Opinions") recently, proposing nine measures such as cultivating and strengthening the new energy vehicle industry chain, increasing the promotion and application of new energy vehicles, and promoting the development of the entire industry chain of electric ships.

Among them, in terms of cultivating and strengthening the new energy vehicle industry chain, the Opinion points out that it is necessary to promote the accelerated development of whole vehicle enterprises, support the production enterprises of new energy vehicles (including specialized vehicles) to become bigger and stronger, expand their scale, and continue to arrange special funds for support. For new energy vehicle production enterprises with an annual capacity utilization rate of 60% or more and a year-on-year increase in production, or with a capacity utilization rate of 20% or more and a year-on-year increase in production of 50% or more, a maximum reward of 10 million yuan will be given to a single enterprise based on the proportion of vehicle capacity utilization.
At the same time, we will implement the cultivation of industry chain enterprises, accelerate investment in the new energy vehicle industry chain, and encourage upstream and downstream enterprises to carry out collaborative support. Support the introduction of industry chain supporting enterprises by new energy vehicle and power battery enterprises. For newly introduced single enterprises with an annual supporting scale of 50 million yuan or more within three years, a maximum reward of 1 million yuan will be given, with a maximum annual reward fund of 10 million yuan for each enterprise; For newly introduced intelligent connected vehicle industry chain supporting enterprises within three years with an annual supporting scale of 10 million yuan, 20 million yuan, 50 million yuan, and above, a maximum reward of 500000 yuan, 1 million yuan, and 2 million yuan will be given respectively; The highest annual reward fund in the province is 50 million yuan.
The Opinion clearly states the need to accelerate the promotion and application of new energy vehicles, and on the basis of consolidating the achievements in the electrification of buses and cruise taxis, further promote the use of new energy vehicles in public areas such as logistics distribution, environmental sanitation, engineering construction, party and government agencies, state-owned enterprises, scenic spots and ports, and continuously increase the proportion of electric vehicles in public areas. Increase the proportion of new energy vehicles in the field of official vehicles year by year. 4A level and above scenic spots should strive to basically switch to new energy vehicles within two years.
Moreover, we will promote the pilot program for comprehensive electrification of public sector vehicles, support eligible cities to actively apply for national pilot cities for comprehensive electrification of public sector vehicles, and give special rewards of 10 million yuan to those approved.
The Opinions said that it is also necessary to organize the implementation of comprehensive demonstration and application projects, support new energy vehicles, new Energy engineering machinery, new energy agricultural machinery, power batteries and other production enterprises and promotion and application units to jointly build promotion and application demonstration projects in key regions and Meizhou Island and other islands. For demonstration projects with a single promotion contract amount of 10 million yuan and delivery for use, A one-time demonstration and promotion reward will be given to production enterprises at a rate not exceeding 5% of the contract amount, and the annual reward amount for the entire province will not exceed 50 million yuan. Support relevant cities, automobile production enterprises, demonstration application units, etc. to jointly carry out pilot projects for the access and road use of intelligent connected vehicles, and provide a special reward of 5 million yuan to the leading units included in the national pilot project.
In addition, the Opinions put forward that the development of battery leasing should support power battery leasing enterprises to become larger and stronger and spread across the country. For power battery leasing and other businesses in the purchase and use of power batteries, subsidies should be provided at the rate of 30 yuan/kWh for Nameplate capacity of power batteries, with a maximum subsidy of 100 million yuan in three years. Encourage power battery manufacturers and others to take the lead in establishing various types of consortia to jointly create a sound development business model for power exchange, and promote the application in new energy vehicles, electric ships, new Energy engineering machinery, agricultural machinery and other fields.
In addition, in terms of promoting the construction of power charging (replacement) and hydrogenation facilities, the Opinions mentioned that new energy vehicles, electric ship power charging (replacement) facilities, intelligent roadside facilities and functional platforms should be supported to be included in the "New Infrastructure" demonstration project. Promote centralized "optical storage charging and inspection" integrated demonstration stations, and provide a single station subsidy of 500000 yuan to the owner unit for the construction of "optical storage charging and inspection" demonstration stations that meet relevant requirements.
Priority shall be given to the annual land use planning indicators, and the centralized charging (replacement) power station and Hydrogen station with independent land occupation shall be included in the land used by the utility business outlets. Support the research and expansion of Hydrogen station or the addition of charging (changing) facilities by using the site facilities of existing gas refueling stations in accordance with laws and regulations. Promote an intelligent and orderly charging service model in residential areas, with slow charging as the main method and emergency fast charging as the auxiliary method. Encourage the adoption of methods such as "unified construction and operation" to accelerate the construction of charging facilities in old residential areas. In combination with the renovation of old residential areas and block areas, fully reserve power supply trenches for charging facilities in the design and implementation stages of the renovation, to meet the requirements for fast power connection of charging facilities.
