Actively support the construction of charging facilities, accelerate the construction of charging facilities in residential communities, parking lots, gas stations, expressway service areas, passenger and freight hubs, etc., and guide charging pile operators to appropriately reduce charging service fees.

2. Accelerate the activation of the used car market

1. Unreasonable restrictions on the development of second-hand car distribution shall be cancelled, and enterprises whose registered domicile and business premises are outside the second-hand car trading market can carry out the second-hand car sales business.

For enterprises engaged in the sales of new cars and second-hand cars, the business scope is uniformly registered as "car sales", and the filing is done in accordance with relevant regulations. The filing enterprise shall truthfully fill in the business contents and other information, and the commerce department shall promptly push the filing enterprise information to the public security organ and the taxation department.

From October 1, 2022, for registered car sales companies that purchase second-hand cars from natural persons, the companies are allowed to reversely issue a unified invoice for second-hand car sales and go through transfer registration procedures based on this.

2. Promote the commercialization and circulation of second-hand cars, and make it clear that car sales enterprises should follow the national unified accounting system and conduct accounting for second-hand cars purchased and used for sales as "stock goods".

From October 1, 2022, when a registered car sales enterprise applies for the transfer registration of a small non-operating used car, the public security organ will implement a separate endorsement management and issue a temporary license plate. For cities where car purchases are restricted, it is clarified that used cars purchased and sold by car sales companies do not occupy license plate indicators.

3. Support the large-scale development of second-hand car circulation. All regions will strictly implement the policy of comprehensively canceling the restrictions on the movement of second-hand cars. From August 1, 2022, nationwide (including the key areas for air pollution prevention and control specified by the state) will be canceled. Restrictions on the entry of small, non-operating used cars with emission standards to promote free circulation of used cars and cross-regional business operations of enterprises.

Starting from January 1, 2023, for natural persons who sell 3 or more second-hand cars that have been held for less than one year in a calendar year, car sales companies, second-hand car trading markets, auction companies, etc. shall not issue second-hand vehicles for them. The unified invoice for car sales is not allowed to go through the transaction registration formalities, and the relevant departments will handle it according to the regulations. Public security organs and taxation departments share verification information, and taxation departments make full use of the shared information to provide information support for relevant enterprises to issue invoices.

3. Promote automobile renewal consumption

1. Encourage all localities to comprehensively use economic, technological and other means to promote the withdrawal of old vehicles, and areas where conditions permit can carry out car trade-ins to speed up the replacement and replacement of old vehicles.

2. Improve the recycling system of scrapped motor vehicles, and support qualified enterprises to obtain the qualification for recycling scrapped motor vehicles. For enterprises that have obtained qualifications before the implementation of the "Rules for the Administration of the Recycling of Scrap Motor Vehicles", if they are unable to re-qualify as scheduled due to the impact of the new crown pneumonia epidemic, they can be postponed to March 1, 2023.

Increase support for land use for scrapped motor vehicle recycling enterprise construction projects. In principle, the nature of the land used for enterprise construction projects should be industrial land. For enterprises that have obtained the qualification for recycling scrapped motor vehicles and the approval of land use or construction within 3 months after the issuance of this document For projects under construction approved by the engineering planning, the land shall be used according to the determined purposes.

4. Promote the sustainable and healthy development of parallel import of automobiles

Support the development of the parallel import business of automobiles at the import ports of complete automobiles. After the provincial people's government approves the work plan for parallel import of automobiles and submits it to the Ministry of Commerce for the record, the import ports of complete automobiles can carry out the business of parallel import of automobiles.

Improve the compulsory product certification and information disclosure system for parallel-imported vehicles, allow enterprises to make commitments that imported models continue to meet the National VI emission standards, and continue to implement the on-board diagnostic system (OBD) test and data information of parallel-imported vehicles in the process of environmental protection information disclosure. related policy requirements.

5. Optimizing the environment for car use

1. Promote the construction of urban parking facilities, effectively improve the effective supply level of urban parking facilities, accelerate the application of new technologies and new models, and promote the sharing of parking resources and the matching of supply and demand. Newly built residential areas will build parking facilities in strict accordance with the urban parking plan and the construction standards for complete residential communities.

Combined with urban renewal actions such as the renovation of old urban communities, actively expand new parking facilities.
